India has refused the Indus Water commissioner to inspect the controversial Kishan-Ganga Dam. The Indus Water commissioner said that Pakistan has again raised objections to the controversial hydel power projects on the Chenab and Neelum rivers. A case has been prepared to take the matter to the International Court of Arbitration.The Indian designs to continue the construction of water storages and hydel power stations in occupied Kashmir is the result of incompetence of Pakistan water bureaucracy that always let India to complete illegal projects quietly denying Pakistan the option of counter-measures. It will be the biggest water robbery of the world when India will completely block all the water coming to Pakistan by diverting it to Bangalore, Rajasthan and Laddakh. We would warn that if an emergency plan is not prepared to foil the Indian designs, Pakistan would turn into a desert in the coming few years. In the past, Indus Water Commissioners of Pakistan were either not competent enough or they deliberately ignored the designs of Indian projects that were in complete violation of Indus Water Treaty. They failed to mobilize the government to move International Court of Arbitration immediately to stop India from constructing illegal hydropower projects meant to deny Pakistan of its rightful share of water. It is a criminal negligence and we may even say a disservice to the country that while India is preparing to deny Pakistan of every drop of water, we have not been able to undertake any worthwhile water storage or hydro power project in the last four decades. There are also whisperings that India has been sponsoring some politicians, nationalists, regionalists and pseudo-intellectuals to oppose Kalabagh dam and delay the start of work on others. In the given scenario, we would urge the Ministry of Water and Power to take up the issue of Kishanganga to the court of Arbitration in Hague and at the same time appeal the Supreme Court to take suo motu notice of failures of successive governments to build water projects that Pakistan was allowed under the IWT.
