The 20-point National Action Plan that envisages establishment of special courts for speedy trial of terror suspects and a crackdown on jihadi and sectarian outfits, “militant outfits and armed gangs will not be allowed to operate in the country” and “no room will be left for extremism in any part of the country”. This plan also includes points
such as freezing “all funding sources of terrorists and terrorist outfits” and “registration and regulation of religious seminaries. All those 20 points include

Formation of ‘special trial courts’ led by military officers has been decided which would be formed for specific duration up to next two years. Special amendments will be made in the Constitution to create paths to try terrorists in special courts in the country.
No place or permission to form an armed or militant group in the country.
Pakistan will activate anti-terrorism institution, National Counter Terrorism Authority (NACTA) to end terrorism.
Strict actions against culprits involved in spreading extremism, sectarian and terrorism violence.
Blocking all financial and media routes that are supporting terrorism.
Outlawed organizations would not be allowed to continue working with new names
Formation of special anti-terrorism force in Pakistan.
Ensuring security of minorities in the country via uprooting extremism and terrorism.
Registration of Masdarahs in Pakistan including review of laws and regulations.
Ban on print and electronic media sources advertising terrorism.
Special arrangements and decision to be finalised to send Internally Displaced Persons (IDPs) to their homes.
Communication system of banned terrorist outfits will be destroyed completely.
Special security measures will be taken to seal internet and social media sources that are empower terrorism.
Terrorism will not be tolerated in Punjab province (Note: Federal capital is also situated in Punjab province of Pakistan.)
Karachi operation will be continued till a logical result. Anti-terrorism solutions will be finalised to counter terrorism in any part of Pakistan especially in Punjab province.
Special authorities were given to Balochistan government to endow political understandings in the province. Fast-track reformations in administration and development sectors in Federally Administered Tribal Aread (FATA)
Decisive action being taken against terrorism.
Policies to send back Afghanistan refugees currently present in Pakistan. Special arrangements to send back Internally Displaced Persons (IDPs) of Pakistani tribal part.
Provinces will be given special intelligence access to stop terrorism while special reformations in criminal justice system.
If Pakistan government implements these points, definitely Pakistan would become a peaceful country however the implementation report produced by the counterterrorism authority shows that the government has been more busy pushing paper around the bureaucracy than getting results on the ground. The lack of progress on the implementation of NAP is entirely consistent with our approach to other national plans and projects. We have seen governments in the past declare solemnly that there will be a massive bill recovery drive, or a national effort to locate stolen assets, or a documentation drive to register informal enterprises. Civilian leadership needs to know that it is not a political project but it is something related to very existence of Pakistan.
