Provision of justice and implementation of merit are the two very essential components for the successful survival, prosperity, and socio economic development of its nations and country. Today, the prime cause of the prevailing crisis, growing corruption and various short comings are the mismanagement and mishandlings of the socio economic affairs of the country, on account of recruitment of the incapable, non professional people on the key positions on the basis of political affiliations, and personal approaches, violating the norms of justice and merit. Spending billions of rupees on the establishment of the National Accountability Bureau (NAB), Ehtesab Commissions, and Federal Investigation Agencies etc; are of no use until and unless justice and merit is implemented in true spirit in all walks of life, because placement of competent and honest people on merit could automatically eliminate corruption. Looking and analyzing the past and present of the developed nations, it is crystal clear that they have achieved this status of development and prosperity only on the basis of adopting merit as a fair play and justice without discrimination, and are following merit in recruitments and awards and rewards totally based upon capabilities and output. Now justice and merit have been opted as a dominant feature in their system of governance in these countries.
The religion of Islam, the only true and natural religion as a complete code of life, Allah Almighty the creator of the Universe in His wholly book, the Quran, in its various verses at various occasions seriously stresses and emphasizes that justice and merit must be dominant during governance and day to day affairs and also in the socio economic dealings without discrimination. Looking and evaluating the Islamic history of the Muslim world, the success story of the Muslim Umah reveals that Muslim rulers kept merit and justice in all their socio economic activities and state governance. It is further added the Prophet Mohammed (PBUH), always emphasized and proved during his life time, practical implementation of justice and merit in all walks of life and never comprised on these two principles. All this shows that in the Islamic State the rulers are duty bound to implement merit and justice in their socio economic and daily life activities. All this stress and emphasize has only been made to keep the society neat and clean and to keep it out of all kinds of frustration, exploitation, corruptionand victimization by adopting only merit and justice.
The increasing frustration, growing exploitation, open corruption and institutional degradation are the outcomes of the elimination of merit and justice almost in all our institutions, ministries, and governing bodies. The Islamic norms of justice and merit are openly violated in this Muslim State. Therefore, the general masses and the government servants in particular are highly disappointed and frustrated and every day strike, agitations, plundering, killing and the issues of law and orders are the result of open and frequent violation of merit and justicein this country. Nepotism and the awards and rewards for the near and dears policy have almost collapsed our governance in all respect. Because it is a known fact that corruption and institutional degradation starts in countries where merit is not followed and the issue of law and order increases, where justice is not done and accessibility for justice is made expensive and complicated. Violation of merit and lack of justice have almost deteriorated all our institutions, ministries. Hence, productivity and quality of services is adversely affecting the socio economic life of the general masses, because almost on all key positions incapable, inexperienced, non visionary, dishonest andless qualified nears and dears have been appointed, violating openly the norms of justice and merit. Consequently, the quality, standards, efficiency and compatibility have been lost and the country is suffering from all kinds of deprivations. Today, PIA, Railway, Educational Institutions, Steel Mill, Planning Commission, and many such other important productive institutions are at the verge of collapse only on account of political inductions, violating merit and norms of justice and the country has been made a parasites living on the foreign loansand grants.
It is further added that today millions of young degree holders are jobless in Pakistan and are suffering from high degree of frustration and depression, because commercialization of education on account of open and free involvement of private sector on the one hands have started selling the degrees to the young generation and also to the influential politicians as well and on the other hand public sector universities are also in its worse position on account of growing political interventions and political appointments. All the private and public sector educational institutions are running without any proper monitoring system. The concerned policy makers and planners are being placed on such key positions without merit purely on political approaches in the relevant ministries, secretariats. The regulatory authorities like, HERA, HEC, HED, PMDC etc have totally been failed to perform their real jobs/ duties. Because they are not actually capable to run such institutions up to the required professional standards in all respect and therefore cannot care such huge influx of degree holders having degrees without knowledge and expertise. The reason is that all such monitoring departments are having people without capabilities and potentialities but have either been appointed having political affiliations with the rulers or are having close contacts with the bureaucracy, violating merit and the norms of justice for their recruitments.
The most injurious issue is that today recruitments at federal as well as provincial levels are taking place on the basis of regionalism, racism, political affiliations, nepotisms, personal approaches and cash payments. For instance, it is worth mentioning that even in the public sectors universities; in the Khyber Pakhtunkhwa in the ANP government, almost all the Vice Chancellors were appointed purely on the basis of political affiliation and close connections with the bureaucracy. Therefore all the norms of merit and justice were openly violated. Ironically, some of them were already terminated on corruption, but having close political connections and affiliations, they have again been posted on such key positions.Certainly, this is the prime reason that the educational standard in the province is deteriorating day by day and corruption and misuse of powers are at its peak in the universities. It will not be out of place to mention that some of the public sector universities are even involved in issuing universities degrees to such politician whom appointed them on such key positions. It is further added that today recruitments in almost in all such universities/ educational institutions is also made on the sweet will and direction of the politicians and bureaucrats violating openly the norms of justice and merit. All this reveals that when once merit and norms of justice are violated, it will further flourish corruption and violation of rules and regulations.Privatization of the professional education is another tragedy producing doctors and engineers without knowledge and expertise. Blindly following the advices of the west is another tragedy in terms of evaluation, examination and curriculum development in the educational institutions. It really depicts the failure and incompetency of the relevant departments.
The general masses are suffering on account of hyper inflation,scarcity of health and educational facilities, sanitation, transportation, roads, GST/ taxes, scarcity of potable water and shelter, insecurity and increasing corruption and exploitation of the poor masses. If all such issues are minutely studied and analyzed, it is certainly the outcome of mismanagement and violation of merit and justice, because in all such relevant industries, planning sector, monitoring organizations,educational and health sectors and ministries irrelevant and incompetent nears and dears have been placed on all such key positions either on the approaches of the politicians or on the direct contacts with the influential bureaucrats. Resultantly, the civil society and the poor masses are facing the consequences of corruption, deprivation and bitter life. Therefore, if the rulers want to overcome and get rid of all such burning issues, then the government must ensure to adopt a policy of merit and justice in all walks of life and to adopt fair and true system of performance based rewards and self accountability at all levels.
