There is a lot of debate on failure of Pakistan agencies on several occasions especially after terrorist attacks. The question is that is it that our Pakistan’s intelligence agencies have failed? Infact Pakistan is a neighbor with such a country that hosted superpowers (Russia and the US), which bring with them more than four dozen other intelligence networks. With more than 48 hostile agencies active against Pakistan, It has evidently not failed at intelligence as is being projected in the media or by analysts. One should realise that Pakistan’s agencies are resourceful but not enough to fully oversee 48 foreign intelligence agencies, millions of Afghan refugees, and hostile Indians on our borders other than internal threats.
Any intelligence collected is shared with other concerned LEAs/government departments for implementation. That is where the actual loopholes exist. Other departments’ lack of interest to appropriately handle the security alert causes incidents of terror to take place. And in the end, the intelligence agencies are blamed. The notion that terror attacks occur because of intelligence failures is naïve. Pakistan is a victim to terror acts because it lacks collective effort. Every institution needs to shoulder its own responsibility rather than shifting it on to others. We need to curb our biases against individuals and institutions when it comes to Pakistan and its national interests. Our security agencies are never credited when terror attempts are foiled or neutralised due to timely intelligence sharing. They hardly get credit for shouldering the maximum load of fighting the war against terrorism what we need is to correct our perceptions. Only a collective approach by the nation and its security forces will help eliminate terrorism.
