Pakistan is a country where number of societal segments have been badly ignored. From Media to NGO’s no one is there to become voice of such factions of the society. One of such segements is “ special or disabled Children” faction of the society which could never win the attention of the Media, NGOs or Civil society sector. An example of the latter was recently reported wherein 10 national public institutions for ‘special’ children were found squandering government funds. It seems that in any government realm, corruption is the first order of business. Likewise, in the case of national institutions for special children, there is gross misappropriation of funds along with the never-ending budget shortage for the sector. The current conditions of institutions for handicapped children are inhumane and violate human rights: defective furniture at these facilities and the allotment of a single van at one institution to shuttle 200 physically handicapped children, who require extra space for manoeuvering, is unjust. Also An estimated 1.4 million persons with disabilities in Pakistan were the children of school going age, most of whom do not have access to either inclusive or special schools due to limited capacity in existing facilities. Pakistan ratified United Nations Convention on the Rights of Persons with Disabilities on 5th July 2011 and Pakistan was among those 145 countries which ratified this Convention and thus its implementation was responsibility of the state and development organizations including disabled peoples organizations.
